Don't threaten 'separatists', Ghapur tells BN gov't

A BN MP today told Putrajaya not to send ministers to Sabah to threaten its people who are sympathetic to a movement calling for the state's secession from the Malaysian federation.

Abdul Ghapur Salleh (BN-Kalabakan) said instead, the government should look at their grouses which led them to advocate such a cause.

"We cannot take them likely because they are made up of intellectuals. Perhaps they think there are some things Sabah are not getting, that Sabah and Sarawak are not getting its fair share.

"We see ministers coming here, and making threats to take action against them. This is the old way. We are developed now, we don't want threats.

"We want the federal government to listen to what is their problem, do not just assume everything they say is wrong," said the vocal lawmaker.

Isu Sabah: Dengar dulu jangan ancam, kata MP

Datuk Abdul Ghapur Salleh (BN-Kalabakan) menggesa kerajaan supaya tidak mengancam pihak yang meniupkan sentimen untuk membawa Sabah keluar dari Malaysia.

Sebaliknya, beliau menyarankan kerajaan mendengar dahulu masalah yang dicetuskan oleh kumpulan intelektual yang mendakwa wujud ketidakadilan antara Sabah, Sarawak dan Semenanjung Malaysia.

"Di Sabah kebelakangan ini kita nampak, dengar dan baca ada kumpulan-kumpulan intelektual yang terpelajar - mereka ini bercadang meminta Sabah keluar dari Malaysia.

"Ini kita tak boleh pandang ringan Datuk Speaker kerana mereka ini intelektual.

"Mungkin ada perkara-perkara yang mereka fikirkan Sabah tidak dapat - tidak ada pembahagian sama rata di antara Sabah, Sarawak dan Semenanjung.

"Jadi kita nampak pemimpin, menteri datang mereka ini mengancam untuk mengambil tindakan.

"Ini cara dahulu, kita sudah maju kita tak mahu ancaman. Kita mahu kerajaan Persekutuan mendengar masalah mereka ini.

"Kita tak mahu apa yang disuarakan semuanya salah, dengar dahulu," kata Abdul Ghapur di Dewan Rakyat hari ini.

Pada 21 September lalu, Menteri Pertahanan Datuk Seri Hishammuddin Hussein mengingatkan agar masa depan negara tidak digadai demi agenda peribadi untuk membawa Sabah keluar dari Malaysia.

Menyifatkan golongan itu sebagai 'tidak ada kerja lain selain berpolitik', beliau menggesa agar isu keselamatan Sabah dipertimbangkan dalam perkara itu.

Sebelum itu, pada 11 Spetember polis menahan tiga individu selama dua tahun di pusat pemulihan kerana mempunyai kaitan dengan usaha pihak tertentu untuk membawa keluar Sabah dari Malaysia.

Ketua Polis Negara, Tan Sri Khalid Abu Bakar, berkata ketiga-tiga individu terbabit adalah dua warga Malaysia, Abu Bakar Jayari dan Zainuddin Mislani dan seorang pendatang tanpa izin warga Filipina, Kassim Ibrahim.

Sarawak’s had enough ‘hot air’ talk

Kuching MP says most of Putrajaya’s policies are Peninsular Malaysia-centric.

KUALA LUMPUR: Sarawak has had enough of Prime Minister Najib Tun Razak’s sweet talk about increasing the allocation for Sarawak.

“It’s only hot air because when we look at the 2015 Budget, we do not see Sarawak getting more allocation,” said Kuching MP Chong Chieng Jen when debating the budget speech in Parliament.

“Let the Sarawak government decide on its own how to develop Sarawak. Meet our demand for 20 per cent oil royalty.”

Chong, who is also the DAP Sarawak chairman, reminded Putrajaya that there were parallels between Scotland, which held a Referendum on September 18, and Sabah and Sarawak on the other hand.

The perception that Scotland was being unfairly treated by the British government, an echo of similar feelings in Sabah and Sarawak vis-à-vis Putrajaya, resulted in the September 18 Referendum, Chong pointed out.

“Is the Federal government going to suppress sentiments (in Sabah and Sarawak) by resorting to the Sedition Act?” asked Chong. “The British government dealt with conflict through a Referendum and not by clamping down on dissent by using laws like the Sedition Act.”

“Is the government going to allow a referendum to be held in Borneo, like in Scotland?”

The grouses of Sabahans and Sarawakians, he continued, were not unfounded as most of Putrajaya’s policies were in favour of the peninsula.

The RM400 million the government paid in highway concessions to keep toll rates low, RM50 billion mass rapid transit (MRT) project, and the housing policy will not benefit Borneo, argued Chong in citing three examples of Putrajaya being Peninsular Malaysia-centric.

Giving an analogy, he claimed that villages in Sarawak for example don’t even have access roads while Peninsular Malaysians enjoy the luxury of griping about traffic jams.

“The feeling that they were being unfairly treated has resulted in movements like Sarawak for Sarawakians, Sarawak Autonomy Movement, Sarawak Sovereignty Movement, and Sabah Sarawak Keluar Malaysia (SSKM),” he said.

Minister admits he is powerless to control Facebook

Facebook users are not registered in Malaysia but overseas.

KUALA LUMPUR: The Communication and Multimedia minister admitted today that his ministry was powerless to control Facebook because most users did not use their real names when registering for an account.

The minister Shabery Cheek also said his ministry did not have the authority to close Facebook accounts.

“We can request to close the FB account but in the end it’s still up to FB whether to close it down or not. When they (FB users) register, they’re registering with FB, not us.” he said.

Facebook postings came under scrutiny recently, especially the postings of sex-blogger Alvin Tan and his girlfriend.

Tan’s most recent posting insulted the IGP while a Sabah and Sarawak Facebook group called for secession.

Shabery said Tan who was charged under the Communication and Multimedia Act, had his case postponed and had now resorted to posting insulting statements from overseas.

“Since our national law will not be applicable overseas, we can’t do much,” the minister said.

Shabery was responding to a question by Noh Haji Omar (Tanjong Karang) on issues of media freedom.

Shabery said there were 19.2 million Internet users and the Communication and Multimedia Ministry had received 1,225 complaints regarding the misuse of social media; representing only 0.006% of overall users.

He also said the government had no intention to ban Facebook as was the case in China .

Sabah projects should go to Sabah firms, Dewan told

KUALA LUMPUR: Development projects in Sabah should be given to locals there instead of wealthy companies from the peninsula, a Sabah Barisan Nasional MP said in Parliament.

Kalabakan MP Datuk Seri Abdul Ghapur Salleh said the Pan Borneo Highway was one infrastructure project that should be awarded to Sabahans to benefit the state economy.

"There's this letter being circulated that said the project was awarded to Syed Mohktar's company.

"I would like the Prime Minister to look into this and if this is true, action should be taken," said Ghapur, referring to tycoon Tan Sri Syed Mokhtar Al-Bukhary.

Ghapur said after 51 years of being Malaysia, Sabahans still feel "left out" of development compared with other parts of the country.

"There are still many who live in the rural areas, like in Kinabatangan, who have to dig a hole for their toilet," said Abdul Ghapur in his speech on Budget 2015, Wednesday.

This prompted Kinabatangan MP Datuk Bung Mokhtar Radin to say that while the Federal Government had to pay attention to the people's concerns, the opposition was also trying to make things worse.

Ghapur said he disagreed.

"I do not agree with Kinabatangan. He has different set of view on this issue," the Kalabakan MP said.

"I have talked about this many times in the Parliament sitting. We want equal share. When we talk about the development and budget, don't say that there is no budget (for Sabah).

After 51 years, this should not be a reason," said Ghapur.

Ghapur added that national statistics on the average household income in the country did not portray the actual situation in Sabah.

He was responding to a question from DAP Serdang MP Dr Ong Kian Ming, who had asked if it was true that the average household income in Sabah stood at RM4,000 as stated in a study carried out in 2012.

Bung Mokhtar also had asked Ghapur if he agreed with the latest statistics released by Putrajaya the average household income in the country was RM5,900.

"If there is no RM4,000, what more of RM5,900? I would like to suggest that we set up a committee to go around Sabah and collect the data on household income in the state.

"Then we can find out what is really the household income in Sabah. We cannot go on average because it will not be able to show the real situation in the country," said Ghapur.

"We are allowed to criticise. I want to do this make things better and to tell the Federal government that more things should be done for Sabah," he said.

Hence, he warned that voters from the state will not hesitate to vote differently if they continue to be neglected .

Ghapur also pointed to federal control of Sabah's development and resources as evidence of Putrajaya's unfair treatment of the state. He noted that the state receives only 5 per cent of royalty in return for oil extracted from its territory, while development in Sabah is controlled by companies from the peninsular.

Ghapur said it was no surprise that a so-called secessionist movement was taking root in Sabah given the lopsided policies accorded to a state that helped BN retain power in the previous two general elections.

"Our people remain poor. Our oil royalty remains low and when there is development, like the upgrade of the pan-Borneo highway, it is given to Syed Mokhtar," he said.

It was reported that UEM Group Bhd will be partnering MMC Corp Bhd, an engineering and construction group owned by tycoon Tan Sri Syed Mokhtar Albukhary, for the project.

Ghapur warned that Putrajaya cannot continue to ignore the frustration of Sabahans and urged for immediate action to address the grievances of its people to avoid a voter backlash in the upcoming national polls.

"Please listen. I am conveying the voice of Sabahans' hearts. Put your ear to their chests and listen."

Sabah and Sarawak came to BN's salvation amid an opposition onslaught that saw the ruling coalition take one seat more than the Pakatan Rakyat pact in the peninsula during last year's general election.

The results prompted Prime Minister and BN chairman Datuk Seri Najib Razak to appoint more Sabahan BN leaders into his Cabinet, but the move did not dispel grouses over lopsided treatment by Putrajaya.

Political observers have said the two east Malaysian states will be the key battleground that will decide if BN will continue to rule Malaysia.

USNO Dipermainkan, Dikhianati dan Diperbodohkan oleh pemimpin malaya (umno-bn)

Sistem Pecah dan Perintah Barisan Nasional terhadap Sabah diperhebatkan setelah UMNO memasuki Sabah. Setelah memperdayakan USNO, UMNO berjaya memasuki Sabah dan meneruskan tindakan-tindakan mereka mengikut selera mereka. Manakala pemimpin-pemimpin USNO telah tidak relevan lagi bagi mereka. Apabila Tun Mustapha menyedari tidak-tanduk UMNO yang bertentangan dengan harapan Tun Mustapha dan pengikut USNO, mereka cuba menentang. 

Namun, malangnya dengan segala kuasa yang berpihak kepada UMNO, USNO telah dibubarkan dan sehingga kini tidak diberi peluang untuk dipulihkan semula. Kita faham dengan jelas sebab kenapa USNO tidak dapat dipulihkan walaupun sudah banyak usaha dari berbagai- bagai pihak dalam USNO mendaftarkan semula USNO sebagai sebuah parti politik. 

Pemimpin UMNO Kuala Lumpur pastinya telah menyedari bahawa rakyat Sabah sama ada bumiputera Islam atau bukan Islam tidak menerima sepenuhnya kehadiran UMNO di Sabah. Untuk memastikan cengkaman UMNO terhadap Sabah terus terjamin, mereka terus memanfaatkan kehadiran pendatang asing dengan kerjasama Kerajaan Barisan Nasional memberikan kerakyatan kepada mereka yang seterusnya menjadi penyokong UMNO.

Tidak mungkin Kerajaan Barisan Nasional akan mendaftar sebuah lagi parti politik di Sabah yang berpotensi untuk mengalihkan sokongan rakyat terutama sekali yang boleh menjejaskan kedudukan UMNO. Manakala parti politik yang dipimpin oleh masyarakat Kadzandusun dan Cina, sangat mudah mendapat pendaftaran. 

Dengan tindakan-tindakan licik pemimpin UMNO pada tahun 1994 ketika UMNO menjatuhkan PBS, parti politik di Sabah bertambah iaitu selain PBS yang sedia ada, UPKO, PBRS, SAPP dan LDP telah begitu mudah didaftarkan. Keadaan ini telah memecah-belahkan orang- orang Sabah yang tidak menyokong UMNO.

Wahai para Pejuang Sabahan dan Sarawakian yang berani dan tidak dayus... Kalian bak permata bersinar terang yang hilang dan selama ini dicari dan didambakan oleh segenap rakyat bangsa Negara Sabah dan Negara Sarawak.

PEMIMPIN USNO DIPECAT UMNO?

PRESIDEN USNO (Penaja) Datu Badaruddin Tun Mustapha adalah antara 61 tokoh yang dipecat daripada UMNO kerana menjadi calon bebas menentang Calon BN di Semporna.

Persoalannya, bagaimana Badaruddin masih lagi menjadi ahli UMNO sedangkan beliau bersama Al-Marhum bapanya telah lama meninggalkan UMNO, terutama setelah memimpin USNO sejak beberapa tahun lalu.

"Apa agenda Lembaga Disiplin UMNO memecat saya sedangkan saya telah lama meninggalkan UMNO dan telah memimpin USNO sejak 2008?," soal Badaruddin kembali apabila ditanya pandangannya berhubung laporan UMNO Online dan berita arus perdana mengenai pemecatannya.

Kata Badaruddin, walaupun mereka 'diperdaya' oleh Mantan Presiden UMNO, Datuk Seri Abdullah Ahmad Badawi (Tun) yang berjanji kononnya akan meluluskan pendaftaran USNO; namun Ahli Majlis Tertinggi UMNO tahu bahawa beliau telah lama meninggalkan UMNO.

"Ini mungkin lawak jenaka UMNO terutama Naib Presiden UMNO yang akan ditentangnya dalam PRU-13 ini. Tapi syukur jugalah kerana kasi popular saya sehingga semua orang di seluruh Malaysia mengenali saya dan mengingati perjuangan Al-Marhum bapa saya," ujar Badaruddin merendah diri.

Katanya, beliau tidak terlalu memikirkan sangat sama ada dipecat atau dilucutkan daripada UMNO kerana beliau tidak menjadi ahli UMNO dan yakin isu pemecatan beliau ada kena mengena dengan usaha pihak tertentu yang cuba menghalang beliau menyertai UMNO jika memenangi Kerusi Parlimen Semporna dan DUN Senallang pada PRU-13.

"Kita sudah lama bekerja untuk memastikan kepentingan rakyat Sabah terbela dan walaupun kita bertanding atas tiket Bebas atas sebab sekatan birokrasi, tetapi kita yakin rakyat sudah lama bersama kita dan akan memenangi beberapa kerusi yang kita tandingi," kata Badaruddin dengan penuh yakin.

Dalam pada itu, seorang lagi 'Ahli UMNO' yang dipecat ialah Calon USNO (Bebas) bagi kerusi DUN Sulabayan, Mamat Barhana ketika dihubungi hanya ketawa berdekah-dekah dan menyifatkan pemecatannya sebuah sandiwara; umpama 'Ayam Terlepas, Tangan Bau Tahi.'

"Saya telah keluar dari UMNO kerana perlu meneruskan perjuangan kita yang belum selesai iaitu menghidupkan kembali USNO, Parti Kemerdekaan Sabah. Saya sudah lupa bila saya meninggalkan UMNO kerana sudah terlalu lama. Tetapi kenapa sekarang baru dipecat?" kata Mamat yang turun bertanding kerusi DUN Sulabayan bagi memperjuangkan hak anak jati Sabah yang dipinggirkan pemimpin UMNO Semporna.

Bagi Mamat, pemecatannya memberi kelebihan berkempen disebabkan rakyat Semporna menganggap beliau sebagai pemimpin yang berani menentang arus sekalipun beliau tidak cukup wang, namun mampu menawarkan perkhidmatan terbaik buat rakyat Sulabayan.

Baru-baru ini, Jawatankuasa Khas Lembaga Disiplin (LD) UMNO memecat seramai 61 orang ahli UMNO yang telah bertanding sebagai calon bebas di kawasan pilihan raya Parlimen dan Dewan Undangan Negeri (DUN) berkuatkuasa serta merta.

Pengerusinya, Tan Sri Tengku Ahmad Rithauddeen berkata tindakan ini dibuat selaras dengan Fasal 20.10 Perlembagaan UMNO yang menyatakan mana-mana ahli UMNO yang bertanding sebagai calon bebas akan di pecat daripada parti dan tidak akan diterima keahliannya selama-lamanya.

“Surat-surat pemecatan keahlian yang telah ditandatangani oleh saya selaku Pengerusi Jawatankuasa Khas Lembaga Disiplin telah dihantar pada hari ini juga untuk dimaklumkan secara rasmi kepada mereka yang terlibat,” katanya dalam satu kenyataan media selepas penamaan calon 20 April lalu.

Jelasnya, Jawatankuasa Khas LD UMNO juga akan memanggil 3 orang lagi ahli UMNO dalam minggu ini untuk tunjuk sebab kenapa tindakan disiplin tidak boleh diambil terhadap mereka kerana menjadi pencadang, penyokong atau gagal menyerahkan kertas penamaan calon pada hari penamaan calon yang baru lepas.

“Mereka ini dipanggil di bawah falsal 20.8 Perlembagaan UMNO dibaca bersama perkara 3 Tataetika Ahli UMNO berikutan gagal mengikut perintah-perintah Parti atau gagal menjalankan dasar-dasar parti.

“LD UMNO sekali lagi ingin mengingatkan ahli UMNO bahawa kita telah bersiap sedia untuk bertindak ke atas mana-mana ahli UMNO yang melakukan kesalahan sabotaj parti di dalam waktu tempoh berkempen Pilihanraya Umum ke -13 ini.”

Ujarnya lagi, tindakan tegas termasuk pecat dan gantung keahlian akan diambil setelah bukti-bukti dan laporan daripada pemantau yang dilantik diterima dan disiasat secara terperinci.

“Saya juga menyeru kepada semua ahli UMNO di seluruh negara supaya bersatu padu dan menyokong semua calon Barisan Nasional yang telah dinamakan untuk bertanding oleh pucuk pimpinan parti. Jauhi perbuatan sabotaj atau perbuatan yang boleh melemahkan parti dan Barisan Nasional.

UPKO against secession campaign

PUTATAN: United Pasokmomogun KadazanDusun Murut Organization (UPKO) does not agree with the views of the ‘Sabah dan Sarawak Keluar Malaysia’ (SSKM) movement allegedly being campaigned by an individual named Doris Jones through the social media.

Its acting president, Datuk Wilfred Madius Tangau, said that UPKO rejected the campaign as it was being undertaken by an individual who is said to be from Sarawak but residing in London.

“We urge UPKO members not to be involved in the SSKM campaign as it could confuse the rakyat as a whole. I also advise UPKO members to refrain from forwarding the campaign to others on the social media,” Tangau said, when met after officiating the UPKO Penampang, Putatan, Kota Kinabalu and Sepanggar divisions’ joint convention here yesterday.

The Tuaran member of parliament also pointed out that a culture has emerged where people are simply forwarding messages, articles and things they received via social media.

“Copy, paste, forward, that is what is happening and some do not read what they receive thoroughly or even understand the contents of what they are forwarding to others. In this case, it is the SSKM campaign and I advise UPKO members not to forward the campaign through the social media.

“This is a woman who is reportedly in London, who has not been to Sabah for a long time and is said to be from Sarawak, who have succeeded in influencing the public through the social media. They are possessed by the emotion and confidence with what she is doing … by simply opening a Facebook account under the name SSKM and uploading forms in the page.

“People are now asking ‘have you signed the form? Have you showed your support? Don’t you want to be a member of SSKM? But the issue here is, Doris John is not here, she is in London,” he stressed.

According to Madius, Doris had said she was ready to be questioned by the law but how can that be done when she is in London and the existing law does not allow Malaysia to bring her back for questioning.

“So we say to her, come back and face the music… if indeed she is responsible like she claimed,” he said.

In his speech earlier Madius said that UPKO Youth and Komulakan movements had lodged police reports some time ago and urged the police to investigate Facebook accounts that are anti-Semenanjung, Sabah and Sarawak.

“This includes SSKM,” he said.

Madius added that many of those who were influenced by the SSKM campaign were those who were always harping about the 20 Points memorandum.

“But we ask if they understand the 20 Points memorandum and most importantly do they understand and remember Point 7 in the memorandum? Point 7 says ‘There shall be no right to secede from the Federation’. So if they are championing for the 20 Points, are they also not fighting for Point 7?” he said.

Meanwhile, to a question of unity in the UPKO’s leadership, Madius said that the party and its leaders were united and they had taken the initiative to unify themselves.

“We have now appointed all the necessary people to the supreme council. Datuk Dr Ewon Ebin has been appointed as vice president and UPKO Keningau division chief Datuk Justin Guka has been appointed as a supreme council member.

“We have taken many other measures to unite the party members and I am satisfied with the development. I am confident that the unity in UPKO will be further strengthened,” he said.

Keselamatan Sabah terjejas jika keluar Malaysia

SEMPORNA - Menteri Kemajuan Luar Bandar dan Wilayah, Datuk Seri Mohd Shafie Apdal sekali lagi meminta rakyat Sabah dan Sarawak supaya tidak terpengaruh dengan pihak yang mahukan kedua-dua negeri itu keluar daripada Persekutuan Malaysia.

   

Beliau berkata rakyat Sabah dan Sarawak perlu berfikir dengan mendalam kesan perkara itu, sebelum menyokong suara yang boleh mengugat keselamatan khususnya di pantai timur Sabah.

"Saya sangat berharap penduduk khususnya di Sabah tidak terpengaruh dan menyokong mereka. Pihak yang tidak bertanggungjawab itu pandai memutar belitkan fakta...namun, mereka tidak pernah memikirkan nasib rakyat khususnya di kawasan pantai timur Sabah yang pernah diceroboh awal tahun lepas.

"Rakyat perlu tahu jika Sabah dan Sarawak keluar dari Malaysia, kesan terhadap keselamatan di Sabah sangat berat. Kita tidak mahu ada pihak cuba menceroboh dan menuntut Sabah seperti sebelum ini, akhirnya keselamatan penduduk di pantai timur Sabah terancam," katanya.

Beliau berkata demikian kepada pemberita selepas merasmikan Mesyuarat Perwakilan Umno Bahagian Semporna di sini, hari ini.

Pada masa sama, Mohd Shafie yang juga Naib Presiden Umno berharap penduduk di Sabah dan Sarawak diberi penerangan mengenai fakta sejarah penubuhan Malaysia supaya mereka tidak mudah terpangaruh dengan fakta yan diputarbelitkan.

   

"Mereka perlu mengetahui sejarah Sabah dan Sarawak sebelum bergabung dengan Malaya untuk membentuk Malaysia. Pungutan suara dilakukan ke atas semua penduduk pada masa itu dan mereka bersetuju untuk bergabung," katanya.

Terdahulu, dalam ucapannya, Mohd Shafie meminta anggota parti supaya terus memainkan peranan membantu pucuk pimpinan menyelasaikan masalah rakyat di peringkat akar umbi.

"Semua anggota di setiap cawangan Umno perlu melakukan pemantauan agar bantuan kerajaan sampai kepada rakyat di peringkat akar umbi," katanya. - Bernama

Tidakkah ini jelas menunjukkan kegagalan telah terbukti bahawa malaya sendiri tidak mampu menyediakan keselamatan yang diharapkan selama ini...

Mereka telah mempergunakan kepercayaan Rakyat Negara Sabah untuk memperbodohkan rakyat selama mereka memerintah.

Sabah Not Supposed to be 12th State of Malaya - Dr. Jeffrey

Kota Kinabalu: “The federal Minister from Kota Belud must have forgotten his roots as a Sabahan and do not understand the history and basis of the formation of Malaysia that Sabah and Sarawak did not join as the 12th and 13th States of Malaya. It may be understandable if he meant to please his Umno bosses in Putrajaya or intends to migrate to the Malaya after his stint as federal Minister” said Datuk Dr. Jeffrey Kitingan, STAR Sabah Chief, commenting on the Minister’s statement that Sabah is 1 of 13 States in Malaysia.

If the intention was for Sabah and Sarawak to join as the 12th and 13th States of Malaya or Malaysia, there would have been no necessity to have the Cobbold Commission, the Inter-Governmental Committee, the MSCC or even the Malaysia Agreement. All it needed was for Sabah and Sarawak to accept the terms and conditions of Federation of Malaya Agreement and they would have been equal to Perlis, which Sabah is 90 times its size, or to any of the other 11 States in Malaya.

Our founding father, Tun Fuad, specifically stated that Sabah would not join as the 12th State of Malaya and warned that it that was the case, it would merely be turning Sabah into a Malayan colony and hand over to Malaya and that Malayans would be the new expatriates or colonial masters.

The ultimate objective of the British as reported by AJ Stockwell in the British Document, “The End of An Empire”, at page xxxvii was “… our ultimate objective is a confederation between the 5 present Territories of the Federation of Malaya, Singapore, Sarawak, North Borneo and Brunei.

”Right from the outset, Malaysia was to be a new nation and a partnership not a takeover. Lord Cobbold, chairman of the Cobbold Commission had this to say:

“It is a necessary condition that from the outset, Malaysia should be regarded by all concerned, as an association of partners combining in the common to create a new nation but retaining their own individualities"                    

“If any idea was to take root that Malaysia would involve a ‘take over’ of the Borneo territories by the Federation of Malaya and the submersion of the individualities of North Borneo and Sarawak, Malaysia would not, in my judgment, be generally  acceptable or successful.” 

Malaysia was to be a family of nations as clearly spelt out in Schedule F of the IGC Report that Malaysia was:-

“An association of several Sovereign States with a central organ vested with powers directly over the citizens of the member State and in certain defined circumstances over the member States themselves. There would be a Central Government and also  State Governments, but from the view point of international law, the collection of States forming the Federation would be recognized as one Sovereign State within a family of nations.”

Even the first recital of the Proclamation of Malaysia clearly states that Sabah, Sarawak and Singapore shall be federated with the Federation of Malaya.

From the beginning it seems to be the intention of a takeover of Sabah and Sarawak with the Malaysia Agreement being drafted between the British and Malaya without Sabah and Sarawak. There were no discussion whatsoever of an expansion of Malaya and then re-named as Malaysia, yet, this was what was done by Malaya behind Sabah and Sarawak’s back. 

“How is it that Sabah is now 1 of the 13 States of Malaya equal to the other 11 states in Malaya?”

“Why the federal government unilaterally amend the Federal Constitution with effect from 26 August 1976 to make Sabah and Sarawak the 12th and 13th States?” asked Dr. Jeffrey. 

Perhaps, the federal Minister should consult his political masters and Umno leaders, “how and why has Sabah been turned into the 12th State of Malaya disguising as Malaysia when Sabah never joined or Malaysia as the 12th State?” 

If the federal Minister is truly a Sabahan at heart and has a conscience, he should be asking the federal government and Malayan leaders to review the Malaysia Agreement so that the past mistakes can be rectified.

The federal Minister should know by now from the people in his own constituency and throughout Sabah that only by restoring Sabah and Sarawak as equal partners to Malaya can Malaysia be saved from breaking up and disintegrating.

Police widen probe into Sabah secession movement

KOTA KINABALU:  Police have expanded investigations into the case of a woman believed to be a Sabahan living abroad, said Sabah Police Commissioner Datuk Jalaluddin Abdul Rahman on Sunday.

The woman is allegedly the spokesperson for a group that wants Sabah to secede from Malaysia

However, Jalaluddin, who spoke at a press conference here after attending an Aidiladha reception at the Nur Islam Mosque here said he could not divulge anything more as the matter was confidential. 

"The police have expanded the investigation, including securing the assistance of several quarters," he added. 

The woman, who goes by the name of Doris Jones, has a Facebook account that proposes seceding Sabah and Sarawak from Malaysia. 

Asked whether Doris was still abroad, Jalaluddin said she was. 

It had been reported that the police were looking for Doris to assist in the investigation to the issue of Sabah seceding from Malaysia. - Bernama

Putrajaya crackdown fuelling Borneo’s secession drive, Sabah lawmaker claims

KUALA LUMPUR, Sept 30 ― Any punitive action on Sabahans and Sarawakians asking for a vote on staying or leaving Malaysia will backfire on the federal government, state opposition lawmaker Datuk Jeffrey Kitingan said last night amid a growing rumble of discontent in Borneo.

Kitingan, who heads the Sabah chapter of the State Reform Party (Star), urged the Barisan Nasional (BN) government to adopt a softer stance in dealing with proponents of a Borneo referendum instead of threatening unhappy citizens with criminal defamation and sedition charges.

“It certainly won't dampen the spirit of the people, because the situation today is not the same as 10 years ago. In fact, it will create the opposite reaction,” he told reporters after a late-night forum here on the Malaysia Agreement 1963 organised by civil society group, Negara-Ku.

“You can see it on the internet. Young people today are not afraid of being arrested because of their beliefs and convictions,” he said, adding that their fervour was fuelled by an idealism to address the inequalities they saw between in a country separated into east and west by the South China Sea.

Kitingan said there were two parallel movements pushing a signature drive in support of a petition seeking a United Nations hearing for Sabah and Sarawak to be allowed a referendum on whether or not they should remain in Malaysia.

He said the localised movement, jointly run by NGOs Borneo Heritage Foundation (BHF) and the Sarawak Association for Peoples' Aspiration (Sapa), has so far collected 20,000 signatures.

The other signature drive is being handled online by a group calling itself Sabah Sarawak Keluar Malaysia (SSKM), mooted by a Sabah-born political activist and lawyer based in the UK, Doris Jones. Kitingan said he had little knowledge of SSKM's operations.

The Bingkor assemblyman said the BHF-Sapa signature campaign is still a long ways off its target of 300,000 signatures, but claimed that the government crackdown has helped their cause.

“In fact, it has accelerated,” he said of the signature campaign.

“Arresting people is not the way to handle the problem. Instead, the government should listen to them, and understand why they are unhappy,” he added.

He urged the federal government to review the Malaysia Agreement that had led to the country's founding with Sabah and Sarawak as equal partners with the Malay peninsula and to consider drawing up a new Malaysian Constitution “because the old one is more or less invalid”.

Kitingan has long been a proponent of self-determination for Sabah, a position that lead to his detention under the now-defunct Internal Security Act in the early 1990s.

Supporters of self-determination argue that the allegedly Malaya-centric federal government has largely disregarded the 1963 Malaysia Agreement and the 20- and 18-point agreements pertaining to the special rights of Sabah and Sarawak, respectively, when Malaysia was formed.

Putrajaya recently pinpointed several people they believe to be involved in a movement to have Sabah and Sarawak secede from the federation, with Home Minister Datuk Seri Ahmad Zahid Hamidi and Inspector-General of Police Tan Sri Khalid Abu Bakar both issuing stern warnings against those behind the movement.

Earlier this month, police announced that they have identified three Malaysians involved in the secession movement, adding that they will be investigated under the Sedition Act 1948 and for criminal defamation.

Resolve MA63 or dissolve Malaysia Partnership

Jeffrey Kitingan wants restoration of Malaysia as an equal partnership of Sabah, Sarawak and the peninsula.

KUALA LUMPUR: Star Sabah Chief Jeffrey Kitingan wants a new Malaysian Constitution to replace the Federal Constitution, as the way to resolve Putrajaya’s non-compliance on the Malaysia Agreement 1963 (MA63), the basis on which Sabah and Sarawak entered into a federation on Sept 16, 1963 with the peninsular. The MA63 is a constitutional document.

The alternative, warned Jeffrey, was to dissolve the Malaysia partnership.

He was speaking at a public forum, Revisit Malaysia Agreement 1963, in Kuala Lumpur.

“The new Constitution should reflect the status of Sabah and Sarawak as equal partners with Malaya,” said Jeffrey who is also the Bingkor Assemblyman and a younger brother of Huguan Siou (Paramount Chief) Joseph Pairin Kitingan.

“Lord Cobbold, the chairman of the Cobbold Commission, held that Malaysia was an equal partnership.”

Lord Cobbold, continued Jeffrey, stressed that since Malaysia was a partnership of nations, there should be no talk of a takeover of Sabah and Sarawak by Malaya or the submergence of the individualities. If there was a takeover, warned Lord Cobbold, Malaysia would be a failure.

Jeffrey claimed that Malayan Prime Minister Tunku Abdul Rahman had also pledged in 1963 that the two Borneo nations would have self-government within Malaysia on the road to independence.

“British documents show that the objective of Malaysia was a confederation,” said Jeffrey. “This means that there would be a two-tier federation, the Federation of Malaya at the lower tier, and Brunei, Singapore, North Borneo, Sarawak and Malaya at the upper tier.”

The reality turned out to be quite different, added Jeffrey. He lamented that Sabah and Sarawak were literally dragged in and downgraded to being the 12th and 13th states in the Malayan Federation, renamed the Malaysian Federation. Article 160 of the Federal Constitution refers.

Jeffrey urged Putrajaya to take heed of the unhappiness in Sabah and Sarawak with the Federal government and not raise the spectre of arrests under the Sedition Act for speaking up.

“We don’t want to leave (Malaysia),” he assured. “The issues in conflict need to be heard and resolved.”
